IPW hands over the survey result to KPK for further investigation

Indonesia Procurement Watch (IPW), an NGO that observe procurement for public services and goods has released the latest survey results regarding bribery in the procurement of goods and or services for the government. Of the five cities surveyed in 2010, as many as 89 percent of goods and or services providers or commonly referred to as Government Partners confessed to have bribed their way in order to get projects.
The IPW Program Director Hayie Muhammad said that usually these bribes are given in order to win an open bidding process. Should the partners failed to provide these sweet deals to the officials in charge of the biding process, then most likely the partners will not win the bidding. 72 percent of these briberies are initiated by the government official mostly from the central government.

“We can assume that the bribery problem in the procurement of goods and services is very, very alarming and very heavy. We need to immediately device a special strategy for combating these corruptions. And we urge that the KPK (Corruption Eradication Commission) to set up the rules. At least the currently available regulations need to be upgraded from presidential decision to become Law” said Hayie.
In addition to set up the regulation, IPW also asked the Commission to oversee every process of procurement by the government, especially when the procurement value is very large. “Perhaps where the transaction is over USD 3 million, the KPK can participate or escort the bidding process” said Hayie
The KPK could involve from preparation of bidding documents, evaluation up to the auction announcement.
Hayie said that the survey respondents are companies operating in Jakarta, Bogor, Depok, Tangerang and Bekasi without naming the companies surveyed. “Respondents specifically do not want their names to be released for fear of ramification such as not included in the next tender” said Hayie.
From the results of the survey IPW believes that there is a tender mafia in every government department. These mafias are responsible for managing the tendering process to allow briberies to take place.
Chairman of the Indonesian Employers Association (Apindo), Djimanto admitted that entertaining or giving gifts to auction officials or committees by businessman are considered to have become a habit. These need to be done to maintain the continuity of business relationships.
“For the businessman, rather than not getting anything, are willing to pay more or getting a little less” said Djimanto.
