The participants said that they no longer recognize the regime in Libya, and that the Qaddafi family others around them must leave.
The Contact Group also affirmed that the Transitional National Council in Benghazi is the only authority in Libya recognized by them until an interim government is in place in the African country.
The decision made today is very important for the TNC, whose leaders sought formal recognition from the most important European countries and the U.S. for months.
The recognition of the new authority is not merely formal, since the Obama administration creates mechanisms that will help rebels access billions in frozen assets of Qaddafi family deposited in the Western banks. So far the lack of recognition and the U.S. sanctions kept the TNC away from the money.
The recognition of the Transitional National Council was praised by Franco Frattini, Italian foreign minister, who said that “the entire Contact Group” agreed to acknowledge the council as the only force to deal with in Libya.
Alain Juppe, French foreign minister, said that a certain amount of the presidential family goods will now be unfrozen, given that they would no longer go to the regime.
Juppe added that a road map to install democracy in Libya must take into account necessarily the resignation of Qaddafi, a ceasefire in the country, and democratic elections.
He said that military pressure will continue to be applied on the regime until it cracks and Qaddafi leaves.
Ahmet Davutoglu, Turkish foreign minister, announced that Turkey has already started a $200 million credit line to help the Libyan Muslims one month before the holy month of Ramadan. He urged the other attending countries to follow suit.
Human Right Watch urged the Contact Group to apply pressure on TNC so that they may guarantee the fact that human rights will be observed by the new regime in Libya, since reports show that they have been infringed in four towns that recently fell under rebel control.
