The Jakarta Outer Ring Road Project (JORR) W2 toll way north side in South Jakarta is planned to begin the construction process by August 2011. To keep up with the planned targets, a total of 55 parcels of land in the Petukangan Utara and Petukangan Selatan, Pesanggrahan District, South Jakarta which are affected by the project development are officially paid with total payment of more than USD 3.5 million.
Other 44 parcels of land in those locations have not been paid because the negotiation with the land owners reached a dead end. These cases will be taken up to the South Jakarta district court for a solution.

“There are 44 parcels of land that may be taken up to the district court because we could not reach an agreement regarding price wwith the landowner in the Petukangan Utara and Petukangan Selatan,” said Effendi Ambardy, Team Leader Land Procurement from the Ministry of Public Works, during the first payment ceremony in the South Jakarta Mayor office Tuesday (19/07/2011).
Currently the municipal team is still trying to negotiate with landowners. But if it can not be resolved soon then the matter will be delegated to the district court. “This (project) is about to start, so we need to chased the target for this relinquishment. If we failed to negotiate then we going to have to refer the matter to district court for a resolution,” he said.
Ambardy revealed that to determine the price he uses a price that is two levels above the sale value of tax object (NJOP) which is defined by the government for tax purposes in the local area. “So first NJOP, then the market price on the NJOP that make the real price itself is the market price plus-plus. The lands on average are estimated at over USD 200 per square meter,” he explained.
Head of National Land Agency (BPN) South Jakarta, Andry Novijandri added that currently the land acquisition process for the construction of toll roads in South Jakarta JORR W2 has reached 75 percent. Of the total target of 790 parcels, 596 have been successfully acquired by the project with the payment of USD 34.9 million. “So up to now there are 194 parcels of land left that has not been acquired with an estimated value of USD 12.5 million,” he said.
