President of Cuba Announces Reforms
Raoul Castro
Communist Cuba took a step forward in its quest for ways to unlock the economy of the little Caribbean state, as the members of the National Assembly agreed to set the ground for the dismantling of the state-controlled economy, by allowing small entrepreneurs to open little businesses in the country.
The project was fostered by president Raoul Castro, brother to the famous leader maximo Fidel Castro, who had led the country for four decades, building a Socialist nation in the heart of the capitalist world.
By allowing the small investors to create their businesses, the regime also wants to put an end to the state Socialist bureaucracy, which is well known for its incapacity to adapt to the needs of the people.
In an earlier address to members of the National Assembly, Raoul Castro said that it was time for Cuba to undergo a process of changes, and transformations, and that whoever opposed to it would be prosecuted.
He added: “Let’s clean our heads of all sort of non-sense.” It was not clear whether he referred by that to the reluctance toward change many people demonstrate sometimes or whether he was referring to the doctrine of the Communist Party altogether.
However, the president of Cuba announced that there would be changes even in regard to the controversial rules on traveling and emigration. The confinement of the people to their own country, combined with submitting them to an insane program of creating “the new man,” as Communists call their depersonalized individual living in their countries, drove many Cubans to search for a way out of the island, toward the United States, many losing their lives in the process.

Raoul Castro alluded that the requirement to get permission of the government in order to be able to travel abroad would be revoked, as it had been heavily criticized by activist groups.
This practice was a way to make sure that only those faithful to the Communist Party would leave the country (a procedure that was common to all Communist countries in the entire world).
The president spoke of modernization and of working toward changing migration policies.
The National Assembly is also considering the propositions made by the president regarding downsizing the number of governmental workers, and diminishing state’s involvement into areas of economy such as farming, retail or infrastructure.
It is expected that Raoul Castro’s project may face resistance from some important members of the party, who face unemployment or at least the lost of their influence in the public life.
