EU To Convince Palestinians To Accept an Upgrade of UN Observer Status

EU foreign policy chief Catherine Ashton visited the Middle East in an attempt to convince the Palestinian leaders to drop their bid by the UN for statehood in exchange for a nuanced upgrading of their UN observer status. Ashton hopes to contribute to the reviving of the peace talks, stopped on September 26, 2010, after two rounds, because of the resumption of settlement building in the West Bank by the Israeli colonists.
United States envoy to the Middle East warned that an unilateral demand at the UN would jeopardize the chances of further talks between Israel and the Palestinian Authority. The same threat was made by the Israeli Prime Minister Benyamin Netanyahu, who said he would address the UN General Assembly next week and demand that the Palestinians return to the negotiation table rather than pursue a full membership status by the UN.
Ashton is expected to negotiate a package that would include the Quartet’s statement laying out guidelines for future negotiations between the Israelis and the Palestinians.
Diplomats say that the package includes UN full membership for a Palestinian state in the future, but that for the time being an upgrade of the observer status would be more suitable.
It was not said whether this upgrade would include the idea of “non-member state,” which the Vatican state has now, or will keep the Palestinians without the quality of states.
Palestinian President Mahmoud Abbas promised on Wednesday that Palestinian would press on with their claim for a state, and that no negotiations can exist with Israel as long as the settlement building policy is not abandoned.
Abbas complained that the Israelis are fragmenting on purpose the West Bank by building settlements inside the territory, thus making it impossible that the territory become part of the state of Palestinians.
Ashton made a good contribution to the efforts of the Quartet since she became a member in 2009, but it is supposed that the problem is more complicated and its solution lies in the end with the two sides involved.
It is expected that if a vote be cast on the Palestinian bid for statehood, the 27 member states of the European Union may split in three categories: some who will endorse the proposition, some who will reject it, and some who will abstain.
However the proposal must be voted in the Security Council, and the United States made it clear that they would veto such a bid for full membership. If the proposal is voted by the general assembly without the recommendation of the Security Council, then it is likely to have only a symbolic meaning.

If Ashton plan is accepted, the upgrade of the observer status can be voted by the United Nations no sooner than October.
Meanwhile, Israelis seem to have come to terms with the fact that the Palestinians will follow through with the bid for statehood, and are preparing the population in the West Bank for a possible violent reaction of the Palestinian population living there.
Military training has been offered to the settlers, and some equipment has been delivered, and they warned the Palestinians that they are not to be tried, for their response will be swift.
The cabinet in Tel Aviv seems to be making preparations for some kind of embargo on Israeli economy that is expected to follow the vote on September 21. Some companies around the world announced that they could terminate contracts with Israel. Even so, the cabinet members are confident that the extent of the embargo will not be able to damage the economy irreparably.
Israel has three problems to deal with now: the anger of Turkey, which downgraded its relations to the Jewish state after the Palmer report that practically gave legality to the blockade on Gaza; the conflict with Egypt spawned by an incident at the border with Egypt, as a result of which five Egyptian soldiers lost their lives, driving the Egyptian people to flood the streets and attack the Israeli embassy in Cairo, and the Jordanians to call for a million-man march toward the Jewish embassy in Amman; the Palestinian bid for statehood, that is expected to create a series of reactions in the Arab world.
The former ally of Israel, Turkey, declared through its prime minister that the Palestinians should go to the UN, and that their bid is legitimate. Erdogan promised all the support of Turkey, which is now asserting itself as the leader of the region.
